The principle of “common but differentiated responsibilities” promulgated by the Chinese delegation emphasizes the concept of “developing countries need development”, “development of emissions” and “transfer of emissions” and is appropriate and reasonable . During the UN Climate Change Conference in December 2007, ministers and senior trade officials from the United States, Brazil, Japan, the EU, China and India attended the informal trade ministers’ meeting in Bali. The meeting, convened by Indonesian Trade Minister Penzastus, is the first such high-profile meeting ever to discuss the institutional relationship between international trade and climate change.
