去年9月,国务院办公厅转发了国务院体改办《关于水利工程管理体制改革实施意见》,河北省政府对于贯彻落实《实施意见》高度重视,在对全省水管体制问题进行深入调研的基础上,起草了《河北省水利工程管理体制改革实施意见》,后经多次研究协调、修改完善,已于目前下发执行。10月13日省政府召开了全省农田水利基本建设暨水利工程管理体制改革电视电话会议,要求要以贯彻落实我省《实施意见》为契机,进一步加快水管体制改革,增强水利发展的动力和活力。详见5页。
