洞庭湖堤垸修复工程,自一九五四年十二月一日全面开工以来,经过四个半月的努力,现在已全部胜利完工。洞庭湖堤垸修复任务是浩大和艰巨的,全部工程包括西洞庭湖、大通湖、南洞庭湖区的重点垦区、蓄洪垦殖区和二百六十个一般堤垸的修复及建闸、开堤等工程。遵照中央和中共湖南省委会、前湖南省人民政府关于迅即帮助灾区人民恢复生产、重建家园的指示与「重点整修、医治创伤、清除隐患、险堤加固,有计划的并流堵口,合修大圈,争取农业丰收」的方针,自一九五四年九月中旬开始,即积极地进行了查勘、规划测量、定线等施工准备工作,并
