中国农业发展银行的开发贷款是农业政策性贷款的重要组成部分,也是农业和农村经济发展的重要资金来源。管好用好农业开发贷款,需要有一个正确的指导思想。经过近两年的工作实践,我认为,经营和管理农业开发性贷款的指导思想应该是:坚持以政策为导向,以农业为重点,以开发为目标,以项目为主线,以服务为宗旨,合理运用资金,切实加强经营管理,支持农业和农村经济健康发展。一、坚持以政策为导向,充分实现政府的经济行为
