我国历来关心劳动安全、保护工作,一贯坚持安全生产方针,对锅炉压力容器安全也极为重视。建国初期,于第一个五年计划期间,经原国务院批准,便建立了国家锅炉安全检查总局,配备了一批技术干部,在酝酿地方机构组织条例的同时,还对全国锅炉压力容器的生产和使用情况进行调查研究,草拟锅炉、气瓶安全监察规程,为各地培训了一批安全监察干部,解决和处理了一些重大技术问题,等等。
