In order to promote leapfrog development and long-term peace and security in Tibet and to improve people’s livelihood in an all-round way, Sichuan Province initiated and implemented the free secondary vocational education program (hereinafter referred to as the “9 + 3” plan) in Tibet in 2009, Compulsory education students receive free secondary vocational education for three years in secondary vocational schools in the Mainland and provide guidance and assistance to students in employment. Over the past five years, 50,400 young people in Tibetan areas have benefited from the project. They have enjoyed healthy growth in the best secondary vocational schools in the Mainland.
