根据中宣部决定,文化部成立了三个体制改革小组。其中电影电视建设与体制改革,指定由陈荒煤同志负责。五月初荒煤同志召集了电影电视两个部门的有关领导开了第一次会议,讨论了电影事业的现况和存在的问题,并明确了电影的体改小组由胡其明同志负责,要求各单位相应成立体改小组。之后,荒煤同志又分别与电影局、北影、新影、科影、中影公司、电影学院等单位的同志进行了座谈,广泛听取和交换了意见。
