民用机场作为地方经济社会发展的发动机和助推器,在转变经济发展方式和调整经济结构中的战略作用日趋明显。随着新一轮西部大开发向纵深推进,以及两江新区、成渝经济区、西咸新区的协同发展,重庆、成都、西安三大机场有必要转变目前的“零合博弈”竞争,转而达成战略联盟,共同担当西部民航助推“西三角”成为中国经济第四增长极的发展重任。“西三角”大型机场战略联盟的制度条件可从三个层面考量:政府制度保障、联盟规划的规范设计、管理型机场转型。
