A few years ago, people generally believed that the construction of large-scale public welfare infrastructure was a matter for the government and had nothing to do with oneself. In recent years, there has been a new trend of private capital in our country, including foreign private capital and domestic private capital investment in infrastructure. During the “Eighth Five-Year Plan” period, the state clearly defined the principle that infrastructure should be based on the state and actively mobilized social forces. The Ninth Five-year Plan also explicitly proposed some fund-raising policies to speed up infrastructural construction and expanded the scale of infrastructures to attract non-governmental funds.
