随着第三产业和居民生活用电比重的不断提高,电网日负荷峰谷分时差呈现逐渐增大的趋势,对电网的供电可靠性和电能质量都带来了不利的影响。为了提高电网负荷率,引导用户电力消费,各类需求侧管理手段应运而生,峰谷分时电价便是随之发展起来的一种需求侧管理手段,其目的在于降低电网高峰负荷,提高低谷负荷,从而改善系统负荷曲线。
