亨廷顿对腐败行为所下的定义,时下在学术界很流行,其特点是根据行为的动机与手段对腐败行为的界定。其最严重的缺点是把一些对社会经济发展有利的“特殊的权力越轨行为”划归腐败行为,同时又把一些严重损害社会的权力行为排除在腐败行为之外。由此而导致所谓“腐败的正功能”理论,给反腐败斗争造成许多思想混乱。本文根据马克思主义实践观和邓小平建设有中国特色社会主义理论,提出了关于腐败行为的功能性定义,认为应当据此来确定反腐败斗争的方针政策,使反腐败斗争与改革开放齐步并进,共同发展。
Huntington’s definition of corrupt behavior is nowadays a very popular academic field characterized by the definition of corrupt behavior based on the motives and means of the act. The most serious disadvantage of this is that some “special power deviations” that are favorable to social and economic development are classified as corrupt behaviors and at the same time some serious powers that harm the society are excluded from corrupt practices. As a result, the so-called “positive function of corruption” theory has caused many ideological confusion in the fight against corruption. Based on the Marxist practice view and Deng Xiaoping’s theory of building socialism with Chinese characteristics, this paper puts forward the functional definition of corrupt behavior and believes that the guidelines and policies of anti-corruption struggle should be determined accordingly so that the struggle against corruption goes hand in hand with the reform and opening up. Develop together.
