I. Difficulties Faced by the Northeast Regional Economy For a long time, the northeast region has taken a road of resource-based economy. As a source of energy, raw materials and foodstuffs, Northeast China has taken enormous price and environmental costs because of its policy of price differential, which has truly become “an undertaker of the great cost of China’s reform and opening up.” On the whole, the industrial enterprises in Northeast China accounted for one-third of the equipment in the 1990s, 1980s and before the 1970s respectively. The tasks of technological upgrading and industrial upgrading in enterprises in the northeast are quite arduous.
