日前,中央机构编制委员会办公室对外宣布,经过近一年时间的努力,我国事业单位改革的第一步,事业单位清理规范工作已经在全国范围内基本完成。这是这次事业单位改革迈出的第一步。接下来,在清理规范的基础上,要把所有事业单位按社会功能分为:承担行政职能的、从事生产经营活动的和从事公益服务的三个类别。承担行政职能的逐步将其行政职能划归行政机构或转为行政机构,从事生产经营性活动的逐步转为企业,从事公益服务的继续保留在事业单位序列,强化其公益属性。
