科技创新是经济增长的主要源泉,而科技创新能力和科技创新绩效决定着一个地区的经济发展和社会变革。本文釆用西北五省科技投入、科技产出数据,引入数据包络分析方法,以两阶段绩效评价模型对西北五省科技知识产出效率与科技成果转化效率展开评价,旨在反映西北地区的科技投入规模和产出水平是否合理,发现西北地区科技创新绩效的总体趋势,以期为完善科技创新系统提供科学参考依据。
Scientific and technological innovation is the main source of economic growth. The ability of scientific and technological innovation and the performance of scientific and technological innovation determine the economic development and social changes in a region. In this paper, using the input of science and technology and output of science and technology in five provinces in Northwest China, the data envelopment analysis is introduced to evaluate the output efficiency of scientific and technological knowledge and the conversion efficiency of scientific and technological achievements in five provinces in Northwest China with a two-stage performance evaluation model. The scale of science and technology input and the level of output are reasonable, and the general trend of science and technology innovation performance in Northwest China is found out, so as to provide scientific reference for improving science and technology innovation system.
