新中国成立以来,城市经租房屋的管理一直处于数量和质量管理,未进入价值管理的领域。为了使房管部门实行全面经济核算,走上企业化管理的道路,必须对经租房屋进行清产估价。经租房屋清产估价的方法,应围绕建立健全各项管理基础工作来进行,它包括经租房产的实物管理、技术管理和财务管理。 (一)在实物管理方面,包括:(1)对经租房屋进行逐栋实地盘点,摸清家底,尤其是对由于某种原因长期漏管、漏租的房屋要进行清查。(2)在实地盘点时要丈量房屋,按照房屋结构和测丈形状绘制平面示意图。已有平面图的,要进行核对,如果已经改变结构或在原结构上加层、分间的,要按现状修改平面示意图,并加文字说明。(3)将房屋平面图与房屋档案、卡片核对是否相符;如果不符要查明原因,达到图、档、卡三一致。(4)将清产中取得的数据逐一登记勘估表。(5)建立经租房产明细帐,一般可采用卡片式,
