县域法治化建设在建设法治国家中占有十分重要的基础性作用。推进县域法治化建设,首要在推进程序法治建设,关键在领导干部要切实增强程序法治思维。程序法治思维是一系列思维的聚合体,主要包括了程序协商思维、程序正义思维、程序人道思维、程序违法思维、程序控权思维和程序合法性思维等。领导干部提高善于运用程序法治思维来凝聚共识、深化改革、推动发展、化解矛盾、维护稳定的能力,具有重要的现实意义。
The construction of legalization in counties plays a very important and fundamental role in building a country under the rule of law.
