九十年代初，回拨技术曾使得一些小公司把香港电讯在国际长途电话市场的垄断地位打出一个缺口。三家新的固定电讯网络运营商在获得香港本地的电话服务许可证后，也纷纷推出以回拨技术运作的长途电话服务，使得香港电讯的专营权名存实亡。当香港政府提早结束香港电讯的国际长途电话专营权时，国际简单分销技术也就被提到实践的层面。这种技术的运作成本比回拨技术更少，使经营者可以推出更便宜的服务，回拨商正面临一次巨大的挑战。
In the early 1990s, call-back technology had led some small companies to put Hong Kong Telecom in a monopoly position in the international long-distance telephone market. The three new fixed-line operators have also launched toll-free long-distance telephone service after obtaining a local telephone service license in Hong Kong, leaving Hong Kong Telecom’s franchise in name only. When the Hong Kong government concluded the termination of Hong Kong Telecom’s long-distance telephone franchise early, the international simple distribution technology was also mentioned at the practical level. This technology has lower operating costs than call-back technology, enabling operators to introduce cheaper services and call-back operators are facing a huge challenge.
