甘肃省石羊河流域是西北干旱内陆地区水危机最严重的流域;日益严重的水危机对社会经济、生态系统产生了沙生植物枯萎死亡、防风固沙体系急剧衰败、沙丘活化、荒漠化威胁日益加剧、人畜饮水困难、生态难民增多等多方面的、巨大的、深远的影响。由于石羊河流域的生态安全在国家生态安全中占有重要地位,研究并解决其地下水持续超采、环境恶化、绿洲生态系统濒临崩溃等严重问题,意义重大。本文在讨论流域初始水权分配重大意义的基础上,进行了流域初始水权分配,并提出水权分配的控制措施和指标体系;最后对流域水资源合理配置的具体对策进行了讨论。
The Shiyang River Basin in Gansu Province is the most serious water crisis in the arid inland areas of Northwest China. Increasingly, the water crisis has caused the withering death of sand plants on social economy and ecosystem, the rapid decline of windbreak and sand fixation system, the increasingly serious threat to the activation of sand dunes and desertification Exacerbated the difficulties of drinking water for people and livestock and the increase of ecological refugees. As the ecological security of Shiyang River plays an important role in the national ecological security, it is of great significance to study and solve serious problems such as continuous over-exploitation of groundwater, environmental degradation and the collapse of oasis ecosystem. Based on the discussion of the great significance of the initial water rights allocation in the basin, this paper carried out the initial water rights allocation in the basin and proposed the control measures and index system of water rights allocation. Finally, the concrete countermeasures of rational allocation of water resources in the basin were discussed.
