原上海机电控股(集团)公司和原上海电气(集团)总公司两大集团实行资产联合重组、组建成新的上海电气(集团)总公司后,上海的机电工业在战略定位、经营范围、目标市场、产业结构、增长方式等各个方面都发生了深刻的变化.为了实现党中央提出的两个根本性转变的要求,总公司领导在分析机电行业的现状和发展趋势的基础上,借鉴世界跨国大公司的成功经验,大力推进结构调整,推进现代企业制度建设,提出了“发展大集团,跻身五百强”的战略目标,即到本世纪末,上海机电行业年销售额要突破1000亿元,这意味着上海机电行业只有实现超常规、跳跃式的发展才能达到这一目标,才能跻身世界五百强.这里所说的超常规发展,就是超越计划经济的常规束缚去发展;跳跃式发展,就是跳一跳能摘到果子式的有质量、有效益、有市场的发展.要做到这一点,全公司上下必须转变观念,解放思想、同心同德、团结拼搏.必须破除五个观念,确立五种思想,只有这样才能促进上海机电超常规、跳跃式发展.
