随着我国经济的高速发展,社会经济生活中的各种不确定性因素在不断增加,突发性公共危机随时可能发生,如:非典、禽流感、北京虹桥踩踏事故、兴宁矿难等等。这些突发性公共危机的存在构成了当今社会的不和谐因素,也表明了突发性公共危机的不可避免性。最近,随着广东省突发公共事件应急委员会的成立,应对突发性危机的话题再次受到社会的广泛关注,并由此引出一个不容忽视的话题:我国政府应当如何提高应对公共危机的能力。
With the rapid economic development in our country and various uncertainties in the socio-economic life, the unexpected public crisis may occur at any time, such as SARS, bird flu, Beijing Hongqiao stampede, Xingning mine disaster and so on. The existence of these sudden public crises constitutes the discordant factor in today’s society and also indicates the inevitable nature of a sudden public crisis. Recently, with the establishment of the Guangdong Provincial Emergency Emergencies Commission, the topic of dealing with unexpected crises has once again received widespread public attention. This leads to a topic that can not be ignored: how should our government improve its ability to cope with public crises.
