1991年,是国家执行国民经济和社会发展“八五”计划的头一年,也是奔向“翻两番”,实现小康宏伟奋斗目标第二阶段的起步年。中央号召今年开展“质量、品种、效益年”活动,对切实做好今年我区财政工作十分重要。为实现财政收支平衡,提高经济效益,争取财政状况的好转,今年5月份区财政厅领导指派广西会计师事务所有高、中级技术职称的6名同志和厅预算处的同志共同参加南宁、百色、河池和玉林地区13个县的财政赤字问题调查。通过这次调查,我们撰写了13份调查报告。笔者针对调查报告中阐述的情况和问题,作了一番思考和分析,现就此问题谈点自己的看法。

The author made some reflections and analyzes on the situations and problems described in the investigation report and is now talking about his own views on this issue.
