《特种设备安全监察条例》自2003年颁布后,国家质检总局特种设备安全监察局一直在大力开展特种设备法规标准体系建设工作,经过3年多的立法实践,法规标准体系建设工作取得了明显进展。但是,在立法工作中,仍然存在着一些值得关注的问题。本文从法律法规制修订、安全技术规范的完善、法规标准间的关系、科研成果的转化等方面,对特种设备法规标准体系的建设提出了若干建议。
Since the promulgation of the Regulations on Special Equipment Safety Supervision in 2003, the Special Equipment Safety Supervision Administration of the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China has been vigorously carrying out the construction of a standard system for the regulation of special equipment. After more than three years of legislative practice, the construction of a legal standard system has been made clear progress. However, there are still some issues of concern in the legislative work. This article puts forward some suggestions on the construction of the standard system for the regulation of special equipment from the aspects of the revision of laws and regulations, the improvement of safety technical specifications, the relationship between laws and regulations and the transformation of scientific research achievements.
