为了促进各国完成温室气体减排目标,“排放权交易”是《京都议定书》中所允许的方式之一。碳交易随后开始兴起并逐渐形成市场。目前,欧盟和美国等发达国家现已建立较为完善的碳交易市场,我国也在不断地进行尝试,碳交易在我国艰难前行,我们要分析存在的问题,汲取经验,加快我国碳交易市场体系建立并与国际接轨。
