近年来主权财富基金获得了飞速发展,并引发全球范围内的关注。俄罗斯于2004年1月1日建立了自己的主权财富基金——俄罗斯联邦稳定基金。从2008年2月1日起,稳定基金又被拆分为储备基金和国家福利基金,两种基金被赋予不同的功能。本文对俄罗斯主权财富基金拆分前后的运作管理规则进行了介绍和分析,旨在为中国主权财富基金的制度和政策提供借鉴。
In recent years, sovereign wealth funds have achieved rapid development and triggered global concern. Russia established its own sovereign wealth fund, the Russian Federation Stability Fund, on January 1, 2004. From February 1, 2008 onwards, the stabilization fund is split into reserve funds and state welfare funds. Both funds are given different functions. This paper introduces and analyzes the rules of operation and management before and after the split of Russia’s sovereign wealth funds in order to provide reference for the system and policies of China’s sovereign wealth funds.
