不空的政教思想,包括佛法护国论、正法理国论和佛国本土论,其核心是政教互为利益,佛法护佑国家,国家扶持佛法,相得益彰.但能使国家扶持佛法,其前提在于佛法有益于国家,因而护国更为关键.正法理国是佛教的一种政治理想,佛法护持国家,国家也要以佛法理国,不空认为帝王必以大乘理国,保护正法,才能受到佛菩萨之护持.不空翻译,提出具体的做法,还直接在奏表中加以阐释,也想在中国建立由转轮法王统御的理想国度,他是中国佛教史上第一次提出正法理国的理念.佛国本土论是试图将佛国圣地本土化的一种理想,其目的在于提高本国在佛教界中的地位和在信众中的影响.不空的佛国本土论主要表现在宣扬中国为文殊菩萨的化境,其意即视中国为佛国净土,于人间秽土建立清净佛国,以实现其佛国本土化的宗教理想.
