精神文明建设的根本任务是培育“四有”新人。城市文明程度的高低,依赖于市民素质的提高。十几年来,我们始终坚持加强思想建设、道德建设、文化建设,努力营造优美的市容环境、良好的治安环境、健康的舆论环境,提高市民素质,提高城市文明程度,推动大连走向文明。1．加强思想建设,培育大连精神,为现代化建设提供强大精神动力。为此,我们在制定1993—1995年第四个精神文明建设规划时,提出在全社会大力倡导具有时代特色的“大连精神”。即:主人精神、开放精神、创新精神、实干精神、奉献精神。在培育大连精神中我们做到:把学习邓小平建设有中国特色社会主义理论,树立共同理想和坚定信念放在首位;把解放思想、转变观念作为重点;把爱国主义教育弘扬优良传统作为重要内容;把发挥模范带头作用,树立先进典型作为有效途径。现在,大连精神已植根于大连广大干部群众之中,成为全市人民热爱大连、建设大连的精神动力。
The fundamental task of spiritual civilization is to cultivate “four have” newcomers. The level of urban civilization depends on the improvement of the quality of citizens. For more than a decade, we have always adhered to strengthening ideological, ethical and cultural construction. We strive to create a beautiful city environment, a good law and order environment, a healthy public opinion environment, improve the quality of citizens, enhance urban civilization, and promote Dalian to civilization. 1. Strengthen ideological construction, foster the spirit of Dalian and provide a powerful spiritual force for the modernization drive. Therefore, when formulating the fourth spiritual civilization construction plan from 1993 to 1995, we proposed to vigorously promote “Dalian Spirit” with the characteristics of the times in the whole society. Namely: the master spirit, open spirit, innovative spirit, hard work, dedication. In fostering Dalian spirit, we do: put Deng Xiaoping’s theory of building socialism with Chinese characteristics first, establish common ideal and firm belief first; take emancipation of minds and concepts as the focus; patriotism education as an important content; To play a leading role model, establish an advanced model as an effective way. Now, the spirit of Dalian has been rooted in the vast majority of cadres and the masses in Dalian and has become the spiritual impetus for the people in Dalian to love Dalian and build Dalian.
