山东巡抚作为晚清山东最高长官,是中央政策的执行者,也是中央政权和地方社会势力接触的界面,位高权重。陈庆偕作为山东巡抚群体中的一员,于1849年就任山东巡抚。由于国际国内环境的变幻莫测,历任山东巡抚的施政方向不尽相同。陈庆偕在担任山东巡抚的近三年间勤政利民,于吏治、海防、社会治安等方面均有所成就,取得了良好的政绩,促进了山东地区经济、政治等方面的发展,为晚清山东地区的发展贡献了自己的一份力量。
