国有企业要充分发挥党组织的政治核心作用,坚持和完善厂长(经理)负责制,全心全意依靠工人阶级。国有企业党组织要按照党章规定的职责和国家的有关法律法规,开展工作。要把保证搞好企业改革、转换经营机制、提高经济效益作为党组织工作的出发点和落脚点。认真总结党组织参与企业重大决策,保证监督党和国家方针政策贯彻执行的经验,使其不断丰富和完善。加强和改进思想政治工作,提高职工队伍素质,教育党员以模范行动影响和带动职工群众,同心同德办好企业。国有企业建立现代企业制度,要坚持发挥党组织的政治核心作用,在实践中积极探索,逐步完善企业领导制度,改进和加强党的工作。在其他各种所有制的企业中,都要加强党的工作。没有党组织的,要积极创造条件建立党的组织,采取适应各自特点的工作方法和活动方式,开展党的活动。
State-owned enterprises should give full play to the political core role of the party organization, adhere to and improve the system of responsibility of factory directors (managers), and rely wholeheartedly on the working class. Party organizations in state-owned enterprises must carry out their work according to the duties and responsibilities stipulated in the party constitution and the relevant laws and regulations of the state. It is necessary to ensure that enterprises do a good job in reform, change management mechanism and improve economic efficiency as the starting point and ending point of the work of the party organizations. We will conscientiously sum up the party’s participation in the major decisions of the enterprises and ensure the experience of the implementation of the party’s and the party’s principles and policies so that they are continuously enriched and improved. Strengthen and improve ideological and political work, improve the quality of the staff and workers, educate party members to exert exemplary actions to influence and bring along the workers and the masses, and work in accordance with one thing or another to run enterprises well. To establish a modern enterprise system, state-owned enterprises must give full play to the political core role of the party organization, actively explore in practice, gradually improve the enterprise leadership system, and improve and strengthen the party’s work. In other enterprises of all kinds of ownership, we must strengthen the party’s work. In the absence of party organizations, the party organizations should be actively created and conditions should be established and the party’s activities should be carried out in a manner that suits the respective working methods and activities.
