据国外经验显示,个人住房抵押贷款在5年左右将进入违约高峰期,中国从2000年开始大规模发放个人抵押贷款至今已有5年时间,虽然目前个人住房抵押贷款仍是银行等金融机构的优质贷款,但违约现象已有所增加,为了规避个人住房抵押贷款的风险,维护金融稳定,促进房地产市场持续健康发展,北京市住房贷款担保中心和北京市法学会联合研究,完成了《关于北京市个人住房贷款担保风险管理模式研究报告》,并通过专家鉴定。
