作为改革开放的重要内容——行政管理体制改革,从1982年开始经历了五次大的改革。整体上看,中国行政管理体制改革,走的是一条螺旋式上升的道路。在新一次行政管理体制改革的情况下,要准确地判断当前中国改革发展的趋势,分析政府管理面临的问题,展望未来中国行政管理体制的整体走向及其影响,必须加强对公共行政伦理的建设,这无疑具有重要的意义。
