随着现代社会文明的不断进步,人类社会的复杂性和不可预见性也在与日俱增,加上大规模经济建设和城市现代化进程的加快所引发的环境、工业、交通和公共安全灾害是目前各国政府所面临的严峻挑战。2007年7月31日我国通过了《关于加强基层应急管理工作的意见》。该意见强调,要通过建立健全基层应急管理组织体系、完善基层应急预案体系、加强基层应急保障能力建设、尽快制定和完善相关法规政策等措施,全面推进基层应急管理工作。
