从目前德国右翼政府倡导的“健康保费”制度和2006年荷兰已经推行的“一揽子保费”法案中,我们可以发现很多瑞士现行医保制度的影子:废除“一人参保,全家免费”的家庭保险和高收入者自愿参保制度,引入与工资收入无关的人头保费,未成年人和低收入者可以按优惠费率参保,国家以税收发放补贴。该医改措施在实现社会公平,降低低收入人群负担方面的作用是显而易见的。
From the “health insurance premium” system currently advocated by the German right-wing government and the “package premium” act already implemented in the Netherlands in 2006, we can find a lot of the shadow of the current health insurance system in Switzerland: abolishing “one-person insured, family-free ”Family insurance and high-income voluntary insurance system, the introduction of wage income has nothing to do with the head of the premium, minors and low-income persons can be insured at the preferential rates, the state subsidies paid by tax. The role of health care reform in achieving social equity and reducing the burden on low-income people is clear.
