科技工业园作为发展高新技术及其产业,实现科技成果商品化,带动地方经济发展的重要基地,其发展道路是一个至关重要的问题。为此,国内外有不少关于科技工业园的发展理论。这些理论从某个角度、某个方面、不同程度地说明了科技工业园如何发展的问题,但普适性不够。其原因是,对科技工业园本质缺乏全面、准确地把握。科技工业园是一个随着科技、经济的发展而产生,并不断完善,由自然要素、经济要素、社会要素所构成,以智力密集、高新技术产业开发为主要特征,受自然规律、经济规律、社会规律以及系统学定律所制约的人文地理系统。
