当前,倾听来自民众的声音、公共政策以民意为依归,在党和政府的执政理念中占据极为重要的地位。为了更为准确、及时地了解民意,对于民意表达渠道应该进行认真全面的梳理和评判。现有的研究中,综合分析和评价各类民意表达渠道的论述较少,评判渠道是否有效的标准比较单一。本文提出民意表达渠道的“四维”评价标准,即真实度、整合度、通达度、被接纳度,并对渠道进行了分类,从而构建了一个评判民意表达渠道有效性的分析框架。
At present, listening to voices from the public and public policies are based on public opinions, occupying an extremely important position in the ruling philosophy of the party and the government. In order to understand public opinion in a more accurate and timely manner, we should conscientiously and comprehensively evaluate public opinion channels. In the existing research, there are fewer expositions on the comprehensive analysis and evaluation of various public opinion channels, and the criteria for judging the validity of the channels are relatively simple. This paper puts forward the evaluation criteria of “four-dimensional” of public opinion expression channel, namely, truth degree, integration degree, accessibility degree, acceptance degree, and classifies the channels, thus building an analytical framework for judging the validity of public opinion expression channels.
