前不久,华东政法大学经济法律研究院举办了第三届经济法律高峰论坛,论坛主题选定的是“预算法修订的难点与出路”。之所以选定这一主题,是因为我国《预算法》自1994年颁布以来,经济社会各方面发生了巨大变化,已无法适应现实需求。2004年,有关部门启动了《预算法》的修订工作,但时至今日,对很多具体问题仍存在重大分歧,因而无法修成正果。出席论坛的专家们分别就预算法的理念、原则以及修订方向等问题发表了很有见地的看法,现登载一部分,以期引起社会各界的关注。
Not long ago, East China University of Political Science and Law Institute of Economic Law held the third economic law summit forum, the theme of the forum selected is “the difficulty and way of revision of the budget law ”. The reason for choosing this theme is that the “Budget Law” of our country has undergone tremendous changes in all aspects of economy and society since its enactment in 1994 and has been unable to meet the actual needs. In 2004, the departments concerned started the revision of the “Budget Law”, but up to now, there are still major differences on many specific issues and they can not be turned into positive results. The experts attending the forum delivered very insightful opinions on the concepts, principles and directions for the revision of the Budget Law, respectively. Some of them are now published with a view to arousing the public’s attention.
