开征国家预算调节基金,国家适当集中一部分财力,是国务院贯彻治理、整顿方针的一项重大措施。它对于抑制通货膨胀,调整产业结构,调整国民收入的分配结构,加强国家宏观调控能力,保证经济建设和改革的顺利进行,具有重要意义。 (一) 今年国家下达我市能源交通建设基金任务是17500万元,预算调节基金任务16000万元。在当前资金紧张,原材料又比较短缺的情况下,要完成征集任务,确实有不少困难。但是为了保证整顿、治理、深化改革这个大局,需要我们振作精神,增强完成任务的信心。首先,应当看到,从中央到地方都在积极贯彻党中央确定的治理经济环
