当前,儿童福利事业日益受到国家及全社会的高度关注和重视,既为儿童福利事业的发展提供了历史性的机遇,同时又提出了更高的要求。如何从重视儿童的身心发育、性格培养、健康成长出发,更好地对福利机构的孤残儿童实行家庭化、亲情化养育,让孤残儿童共同分享改革发展的成果,在充满亲情的社会主义大家庭中健康成长,是儿童福利工作者共同面对的重大课题。
