本文以比较丰富的史料，分析了１９００年之前及以后山东地方官对德占胶州湾事件态度变化的原因，并在此基础上述评了清末山东地方官对德国人的政策。文章认为：山东地方官由激烈地反对侵略到“相维相制”与“观摩受益”的对德国人的政策的提出和实践，是落后的中国发展生产力、改变贫穷落后面貌所必然要采取的措施
Based on the rich historical data, this article analyzes the reasons why the local officials in Shandong Province changed their attitude toward the Joczhou Bay incident before and after 1900, and on this basis, reviews the policies of the Shandong local officials toward the Germans in the late Qing Dynasty.
