对新时期贫困国有林场进行综合系统调查,总结浅析,进一步明确国有林场功能定位,理顺管理体制,创新经营机制,完善政策体系,针对性提出贫困国有林场脱贫发展的对策、建议和措施,提升国有林场科学发展能力,促进贫困国有林场可持续发展,切实建立起符合市场经济体制和现代林业发展要求的国有林场管理体制和运行机制,实现林兴、场强、民富。
