党的十八大以来,以习近平同志为总书记的党中央准确把握发展大势,创造性地提出了创新驱动发展战略。实施创新驱动发展战略是一项系统工程,既需要充分利用市场的决定性作用和企业的主体性作用,也需要全社会形成共识,合力推进。各级党委政府要坚持有所为、有所不为,既不能唱独角戏、包揽或者取代市场与企业的作用,也不能等待观望、任其发展。要做好政策支持、平台打造、人才支撑、氛围营造四件事,营造大众创业、万众创新的良好环境。
Since the 18th CPC National Congress, the party Central Committee with Comrade Xi Jinping as general secretary has accurately grasped the general trend of development and has creatively proposed an innovation-driven development strategy. The implementation of innovation-driven development strategy is a systematic project, which not only needs to make full use of the decisive role of the market and the subjectivity of enterprises, but also requires the formation of consensus among the whole society and the promotion together. Party committees and governments at all levels should uphold their own actions and do some things. They can neither sing a one-man show, take over or replace the role of markets and enterprises, nor wait and see for their development. We must do a good job in policy support, platform building, talent support and atmosphere to create four things and create a good environment for entrepreneurship and innovation.
