李鸿章的“以夷制夷”外交策略是以维护清政府利益为目的,以侵略和欺辱中国的列强为实施对象,但由于晚清国力的衰弱和清政府的腐败,其外交策略遭到失败。
Li Hongzhang’s “rule by barbarians” policy is aimed at safeguarding the interests of the Qing government with the invasion and abuse of China as the object of implementation. However, due to the weakening of the nationalist power in the late Qing Dynasty and the corruption of the Qing government, his diplomatic tactics failed.
