当前“三农”问题有所缓和,但还有待进一步解决。而解决“三农”问题最根本的途径是要推动新型城镇化。然而,由于特殊的二元社会结构,农村各类矛盾堆积,问题纷杂,就业培训严重滞后,影响农民有能力在城镇稳定就业,不利于生活的在城镇的常住人口有序实现市民化。为此,要加快推进新型城镇化,不断加大公共财政投入,着力探索建立多种形式的农村就业培训长效机制,为新型城镇化建设奠定人力资源基础,有序推进农业转移人口市民化。
At present, the issue of “agriculture, rural areas and farmers” has been eased up, but it needs to be further resolved. The most fundamental way to solve the “three rural issues” is to promote new urbanization. However, as a result of the special dual social structure, contradictions and problems of various types in rural areas are complicated and the employment training lags behind seriously. As a result, the resident population in cities and towns that have the potential to stabilize employment in cities and towns and are not conducive to livelihood has been systematically realized. To this end, it is necessary to speed up the promotion of new-type urbanization and continuously increase investment in public finance. Efforts should be made to explore the establishment of various forms of long-term employment training mechanism in rural areas, laying the foundation for human resources for new-type urbanization and promoting the urbanization of agriculturally-transferred population in an orderly manner.
