政府即是国家的行政机关。关于政府职能问题始终是我国政治体制改革的重点和难点。回顾十几年来我国行政改革的实践,我们取得了显著的成绩,但是仍然存在着许多问题。其中,政府权力的错位、形象的畸形化问题始终未能从根本上得到解决。市场经济越是深化发展,政府角色的重新定位和形象的重新塑造就越显得重要和紧迫。 (一)陷入误区:把转变政府职能简单地等同于“权力下放”,从而导致了政府权力的错位和形象的畸形化
The government is the state’s administrative organ. The issue of government functions has always been the focus and difficulty of our country’s political system reform. Reviewing the practice of administrative reform in our country over the past decade or so, we have made remarkable achievements. However, many problems still exist. Among them, the dislocation of government power and the deformization of the image have not been fundamentally resolved. The more deepened the market economy, the more important and urgent the reorientation of the role of the government and the reshaping of the image.
