本文从发生学的角度，对公平的产生、发展与表现形式等进行了探讨。文章认为，公平是一个发展变化的相对概念，它产生于社会资源的分配过程，并通过人们的感觉对比而被认识。公平有两个层次，即基本的公平和派生的公平。前者与具有生存价值的社会资源的分配相对应，后者与具有发展价值的社会资源的分配相对应。在对公平问题的定性分析基础上，文章还对历史上各个不同阶段和现阶段中国的公平问题作了纵向考察和分析。
This article discusses the emergence, development and form of fairness from the perspective of genesis. The article argues that fairness is a relative concept of development and change. It arises from the distribution of social resources and is recognized through the contrast of people’s feelings. There are two levels of fairness, basic fairness and fairness derived. The former corresponds to the distribution of social resources with existential value, and the latter corresponds to the distribution of social resources with development value. On the basis of the qualitative analysis of the issue of equity, the article also makes a longitudinal survey and analysis of the issues concerning the fairness in different stages and present stage in history.
