2010年秋季开始,甘肃省普通高中全面实施新课程。新课程实施的主体是教师,是应然的课程领导者,也是学校课程领导集团中主要的课程领导元素。新课程改革赋予了教师一定的专业自主权,“新课程改革的成败取决于课堂教学的改革,而课堂教学改革的成败归根到底取决于教师角色的转变”。教师被赋权增能参与学校课程事务决策,通过学校课程规划;或者教师课程领导意识自我觉醒后,课程设计、开发、实施等为载体,在学校教育教学的实践
