激励干部做到求真务实,必须建立健全一整套科学合理的制度、标准和方法,形成科学评价体系,全面准确地评价干部的工作成绩,为正确识别和使用干部提供科学依据。评价干部的工作成绩,既要看经济建设的成果,又要看社会进步的成果;既要看经济增长的总量,又要看人民群众得到的实惠;既要看当前的发展,又要看发展的可持续性;既要看经济社会发展的成就,又要看党的建设的成效。评价干部的工作成绩还要有周密完善的方法,既要听取上级领导的意见,又要听取一般干部群众的意见;既要听取机关内部的意见,又要听取服务对象和相关单位的意见。
