1 现行卫生监督体制存在的主要问题和困难1.1 执法主体与监督队伍分离,难以形成一体化管理格局 当前我国卫生行政部门面临着机构改革、精简机构、压缩编制,建立办事高效、运转协调、行为规范的行政管理体系,地(市)卫生行政部门人员编制不足50人,县级人员编制也不足10人,根本没有足够的人力和能力实施卫生监督执法工作。因此,形成了执法主体是卫生行政机关,代表政府执法,而执法队伍是事业单位不能代表政府执法的分离状况。尽管卫生防疫站是隶属卫生行政部门的事业单位,但由于它是独立的法人单位,卫生行政部门不能直接进行管理,调配
1 Existing problems and difficulties in the current health surveillance system 1.1 Separation of law enforcement entities and supervision teams makes it difficult to form an integrated management structure. In the administrative management system, the staff of the health administrative department of the prefecture (city) is less than 50, and the staff establishment of the county level is also less than 10 people.
