美国已形成较完善的图书馆知识自由政策体系,该体系以《图书馆权利法案》为纲领性政策,以《阅读自由声明》、《浏览自由声明》、《图书馆:美国价值观》和《美国图书馆协会伦理守则》为扩展性政策。我国的图书馆知识自由政策散见于图书馆行业性政策文本和地方图书馆法规文本之中,但至今尚未发布专门的知识自由政策。中美两国的知识自由政策在政策体系、政策依据、资料收集、资料提供、隐私权保护、反对检查等方面,存在有较明显的差异。我国的图书馆知识自由政策应体现本国特色。
The United States has formed a relatively complete policy system for the freedom of library knowledge. The system takes the “Library Bill of Rights” as a programmatic policy, with “reading freedom statement”, “reading freedom statement”, “library: American values” and “ Library Association Ethics Code ”as a scalable policy. China’s library of knowledge freedom policy scattered in the library industry policy text and local library regulations text, but so far has not released a special policy of freedom of knowledge. There are obvious differences in the policy of knowledge freedom between China and the United States in policy system, policy basis, data collection, data protection, privacy protection and opposition inspection. China’s library freedom of knowledge policy should reflect its own characteristics.
