本文通过三阶段SBM模型对我国各省市的技术创新效率进行了测算,研究结果表明,广东、天津、云南的技术创新效率相对较高,而陕西、江西等省市的技术创新效率则相对较低。当模型考虑到科研机构数、金融发展程度以及政府资助等环境因素对技术创效效率的影响时,技术效率的测算得分出现了较大变化。金融发展程度加深和科研机构数量增多有助于提升投入要素的使用效率,而政府资助却因为存在过度投入而导致技术创新无效率。
This paper estimates the efficiency of technological innovation in all provinces and cities in China through the three-stage SBM model. The results show that the technological innovation efficiency in Guangdong, Tianjin and Yunnan is relatively high, while the technological innovation efficiency in Shaanxi and Jiangxi provinces is relatively low . When the model takes into account the impact of environmental factors such as the number of research institutes, the degree of financial development, and government subsidies on the efficiency of technological innovation, the measured scores of technical efficiency have shown significant changes. The deepening of financial development and the increase of the number of scientific research institutions help to improve the efficiency of using input factors. However, government subsidies are inefficient because of excessive investment.
