全国人大常委会颁布《关于严惩拐卖、绑架妇女、儿童的犯罪分子的决定》5年来,江苏各级公安机关严格执法,加强协作,全方位开展打拐斗争,为维护妇女儿童的合法权益,保障全省“两个文明”建设的顺利进行作出了重大贡献。从江苏省的情况看,当前和今后一个时期,打拐斗争仍然面临严峻的形势,必须进一步加强领导,加大力度,不断把打拐斗争推向深入。一、在各级党委、政府和有关部门的统一领导下,省各级公安机关开展打拐工作取得了很大的成绩据统计,自1991年至1996年上半年,全省公安机关共破获拐卖人口案件3289起,抓获人贩子4054名;查获拐卖人口的犯罪团伙599个、成员2075名;解救被拐卖的妇女11461名、儿童336名。经审理,被判处死刑的犯罪分子61名,判处无期徒刑的24名,判处10年以上有期徒刑的292名。主要做法是:(一)各级党委政府高度重视打拐工作,切实加强组织领导。

According to statistics, from 1991 to the first half of 1996, the public security organs across the province cracked down the trafficking population There were 5,054 criminal gangs and 2,075 members seized of trafficking in human beings from 3289 cases, with the arrest of 11461 trafficked women and 336 children. Upon trial, 61 criminals sentenced to death, 24 persons sentenced to life imprisonment and 292 persons sentenced to fixed-term imprisonment of 10 years or more. The main approaches are: (1) Party committees and governments at all levels attach great importance to crackdown trafficking and earnestly strengthen organizational leadership.
